The UK government announced in the Autumn 2025 budget that VAT and Insurance Premium Tax will be added to the leases of cars on the Motability Scheme from 1st of July 2026. Motability cars are a lifeline for disabled people which enables them to be able to work, attend hospital appointments, and visit family and friends.
The taxes will mean:
• Advanced payments to rise on average by £400.
• Mileage allowance halved from 20,000 to 10,000 a year.
• Charges above the mileage allowance will increase from 5p per mile to 25p per mile.
These changes will have a significant financial impact on many disabled people, affecting their ability to take part in day-to-day life.
In Scotland, Motability Cars are operated under the Accessible Vehicles and Equipment (AVE) Scheme. The changes are not coming into effect in Scotland in July 2026. The Scottish Government are currently in discussions with Motability Operations about changes in Scotland.
However, as VAT and Insurance Premium Tax (IPT) are reserved to Westminster, this threatens to be only a temporary reprieve – we need to organise to insist the cost increases are totally scrapped.
